feat: btw command — background context injection without session interrupt #67

Add a btw (by the way) command that injects content into context without interrupting the current turn or starting a new session. Different from steer in that it is lower-priority and non-blocking. On the Ragger side: store as a tagged chunk, surface in recipes. Same hook investigation needed as steer issue.
