CMake picks clang++/clang (unversioned, then 21..16) on Linux hosts unless
CC/CXX or CMAKE_CXX_COMPILER is set. Matches c_lib, whose WAVE.h needs clang.
Stmt::bind gains a long long overload enabled only where int64_t is long
(Linux), fixing ambiguous-overload errors there; no effect on macOS.

  3. Fetch pinned dependencies at configure time; DEPS_LATEST for development 

    tokenizers-cpp was git-ignored, so a fresh clone could not build (README
wrongly said it was vendored). It, and the c_lib fallback, are now fetched
at the commit in cmake/pins.cmake; ONNX Runtime archives are verified against
pinned SHA-256 checksums. -DDEPS_LATEST=ON tracks upstream for development and
records the commits used; scripts/pin-deps.sh writes them to pins.cmake before
tagging. update_deps target refreshes on demand.
