Adds Hyperconsciousness as a CLI tool in the databases category, using the Markdown frontmatter format documented in CONTRIBUTING.md and docs/contributing.md.

It is an MIT-licensed developer-alpha encrypted knowledge store with scoped, expiring MCP access. The entry links to source-install instructions and security limits, and does not claim process isolation or an independent audit. Facts were checked against the current public README, LICENSE, MISSION.md and docs/CONSTRAINTS.md.
Checked all 55 open/closed issues and PRs and the current content for duplicates. This repository and site are separate from devtoolsd/awesome-devtools, where a README listing request is already pending.
Validation: parsed the frontmatter, checked the required fields and slug, matched the existing databases category and Rust language page, and ran git diff --check. Hugo is not installed in this environment, so a full site build was not run.
