* Improve metadata: add descriptions, fix SUType field, update source URL

- Add package-level description
- Add description to all 6 resources
- Add description to all 16 fields that were missing one
- Fix code-list.Date description (was "ym"; now documents YYMM format)
- Add missing SUType field to subdivision-codes schema (column present in CSV)
- Update sources path to actual download URL used by scripts
- Fix README typo ("mantained"), update two broken UNECE URLs, correct
  release cadence ("at least twice a year")
