Support for using own Tailnet #16792

For companies that use Tailscale it would be nice if the coder agent could connect to our own Tailnet instead of the Coder Tailnet. Otherwise we have to setup two sets of firewall rules for both Tailscale connections and we have to manage multiple clients. Having the coder agent connect to our own tailnet would allow us to use just one agent
