In my organization our apps tend to fall in a certain range of permgen size requirements. We would be able to provide a more tuned default to teams using the java buildpack if we could factor minimum and maximum sizes into the permgen size calculations. This will allow for more effective use of heap in our apps without having to provide multiple forks of the java-buildpack.

In our case 95% of our applications fall between Permgen: 96M and 256M
