Update to SPDX 3.2 #2

SPDX 3.x has been out for some time, and several licences have been deprecated:

• there's no "+" at the end of license identifiers anymore, they are replaced with explicit "-only" or "-or-later" suffixes.
• licenses that handled exceptions to a common licence are deprecated in favor of the "WITH" keyword.
