fix: make Database policies and archives optional

Self-hosted Appwrite servers do not return backup policy fields on the
Database model, so Database::from() threw "Missing required field
policies" for every database list response. This broke the Appwrite
migration source in utopia-php/migration 1.x, which pins this major.
The fields are already optional in 27.1.0; this backports that shape.
