This commit removes the `yarn.lock` files for typings tests for TypeScript 3.7 and 3.6. We no longer support these versions and these files should be removed.

This commit adds the typings test for TypeScript 3.8 to the integration tests so that it is run and we don't accidentally break TS 3.8
Add TypeScript 3.9 support, using the RC as the version to be installed, as version 3.9 is not yet released.
