We need a design guidance for TOC (the right-hand column) that will be based on developers.google.com's design (blue line, highlighting of the currently displayed item, support for 2 level depth, example).

The design should take into account the wide mode (right column) and mobile mode (TOC is rendered inline, just after the header, with fixed height, but expandable via ellipsis or similar).
