Make the report metadata summary interactive so users can click summary counts to apply the matching test tree filters.
Clickable metadata now includes:
Also update the UI so Flaky, New, and Retried metadata chips are always visible, showing - when empty, while removing duplicate Retry/Flaky quick filters from the lower filter bar.
