Allow the prompt-disabling environment variable required by simple-git v4. Isolate a synthetic markdown link fixture so concurrent repository scanners cannot observe its creation or deletion.

Updates simple-git to 4.0.2 while preserving noninteractive Git fetches. The v4 environment guard now explicitly permits
GIT_TERMINAL_PROMPT=0; existing local Git clone tests reproduced four failures before this fix and pass after it.Also isolates the synthetic markdown-link test fixture in a temporary repository. Concurrent repository scanners previously observed its creation/deletion, causing intermittent Windows CI failures.
Validation: CLI typecheck, lint, knip, architecture (142 tests), Git/auth/cache tests (42), full coverage (6,836 passed, one skipped), smoke (136 passed, zero failed, one optional remote-fetch skip), and protected repository scripts suite (674 passed, two skipped). Full GitHub CI must pass before merge.
