Yep, they are different by design, as in VS. If we want to change them, we basically need some combined spec for VSC and VS. Dan Taylor (@qubitron) may help :-) See also #1778

And I do agree that I liked how it used to be. We can have a discussion about what merged result we want.

Adding Dan Taylor (@qubitron) to the issue to have a discussion about how to merge the two. I'm also dropping the "needs decision" label as we plan to do this, we just need to plan it and make it happen.
