release: 0.28.0-rc.3 — Codex lands experimental; the move keeps the channel - #23

The release commit for 0.28.0-rc.3: the version at every guard site (with the three shells' =0.28.0-rc.3 pins), the A9 fixture's registry command, and one README sentence that states the Codex shell's publication bar the way docs/harnesses.md does.

Once this is merged, v0.28.0-rc.3 is tagged on main. CI then publishes projectstore and projectstore-claude 0.28.0-rc.3 under next. The Codex shell stays private.

Since rc.2

• The 0.28 layout move keeps the user's install channel. The startup line and doctor name the move in the channel of the copy the project runs, and both forms pass the new --no-register. rc.2's shell form registered projectstore@projectstore-npm and turned the git-marketplace copy off for the checkout.
• While the move is pending the startup line names one step. The move clears the legacy layout under a foreign or empty status-line slot, and keeps a launcher any settings file still runs.
• Codex: the portable plugin installation lands, experimental, its shell private. Its hooks take the project from the payload's cwd and load the vault from the built shell.
• The agents block stays where Claude Code reads it: a project with only an AGENTS.md gains a one-line @AGENTS.md CLAUDE.md.
• The passive skills are published under the projectstore- prefix.
• The session pointer and the name-offer record are written atomically.
• diff-refs --since opens a bare date at midnight, so a story started and finished in one day no longer proposes files: [].
• A failure in our own staging write (an unwritable Claude home) exits 1 with the agents block written; rc.2 exited 2 with none.

For rc.1 and rc.2 testers, from a terminal outside the session

• A project with only an AGENTS.md got a block Claude Code cannot see, and doctor does not say so. Run once:
  npx [email protected] upgrade --no-register --project "$PWD"
• A git-marketplace project an rc's plain shell switched to npm:
  npx [email protected] uninstall --surface plugin --project "$PWD", restart, then /projectstore:doctor --fix in the new session.
