Reusable test workflows — new auto-precompile input (#125)

A job that calls a reusable workflow with uses: may not carry an env: map —
GitHub's schema allows only name, uses, with, secrets, needs, if, and
permissions there. Setting JULIA_PKG_PRECOMPILE_AUTO at a call site did not get
ignored; it invalidated the whole workflow file, so GitHub created zero jobs and
reported a bare startup failure (as in SciML/ModelingToolkit.jl#4867).

tests.yml, grouped-tests.yml, and sublibrary-project-tests.yml now expose a
boolean input auto-precompile (default true), applied as a job-level env:
so it covers julia-buildpkg's instantiate/build as well as julia-runtest.
Callers that want the old behavior need change nothing.

Reusable tests.yml — cache now applies to hosted grouped-test legs (#121)

The prior condition treated every non-empty matrix runner label as self-hosted and
skipped the cache, including ubuntu-latest. The runner environment is
authoritative after allocation, so hosted grouped-test legs are cached again.

Reusable downgrade.yml — restore project metadata before QA (#127)

DowngradeCI promotes old-style [targets].test dependencies into [deps], so Aqua
saw temporary test-only packages as stale runtime dependencies during QA. For QA
jobs, every project listed in projects is now saved before downgrade and its
original Project.toml restored after the downgraded build. The minimum manifest
stays in place, so functional groups still test the floor-resolved environment while
QA inspects the package's real dependency tables.

When a root test uses a secondary project such as test, combined downgrade
resolution also writes a fixed manifest there. Those secondary manifests are now
moved aside before the root Pkg.test, preventing Julia from trying to merge two
fixed environments.

Note for @v1 consumers: QA lanes running under downgrade that previously
passed on spurious Aqua stale-dependency findings will now evaluate the real
dependency tables. This corrects false results in both directions.

• Bump crate-ci/typos 1.48.0 → 1.49.0 in the github-actions group (#126)

Minor bump rather than patch because of the new auto-precompile input on the
reusable test workflows. Pin @v1.26.0 to defer.

Reusable documentation.yml — remove invalid workflow-level permissions (#120)

GitHub does not allow a called workflow to elevate permissions beyond its caller;
the previous permissions: block caused workflow validation to fail before jobs
started. Callers that deploy docs via GITHUB_TOKEN must grant contents: write
themselves.

Reusable downstream.yml — surface downstream resolver incompatibilities (#117)

Behavior change. Downstream jobs no longer swallow Pkg.Resolve.ResolverError
and exit 0. A downstream package that cannot resolve against the PR's version now
fails the downstream job instead of reporting success.

Minor bump rather than patch because @v1 consumers will see downstream jobs that
previously passed start failing. Pin @v1.25.0 to defer.
