PyTuple_SetItem is a widely used function. So to have full compatibility with CPython, we should allow this.
Summary by CodeRabbit
Bug Fixes
Creating a tuple with length zero returns an empty tuple. Positive-length tuples are initialized with None, while negative lengths return an error.
Setting a tuple item validates the position and only succeeds when the tuple has a single strong reference. Invalid positions and attempts to modify a shared tuple return errors.
The C API now creates nonempty tuples filled with None. PyTuple_SetItem takes ownership of its value and replaces an item only when the tuple has one strong reference.

Summary
Tuple allocation crates/capi/src/tupleobject.rs
PyTuple_New creates tuples filled with None for positive lengths, returns the empty tuple for zero, and returns a system error for negative lengths.
Tuple item setting and validation crates/capi/src/tupleobject.rs
PyTuple_SetItem is now unsafe, takes ownership of the supplied value, and validates the position. It replaces an item when the tuple has one strong reference. Tests cover successful mutation and rejection after cloning.
Tuple creation and mutation are supported, but oversized tuple allocations can terminate the host process instead of returning an exception. Mergeability carries this bounded allocation risk, which needs owner awareness or a fallible-allocation fix.

Release the transferred value reference when the tuple cast fails.
When tuple is not a tuple, the ? at crates/capi/src/tupleobject.rs:72 returns before value.assume_owned() at line 73. A raw *mut PyObject has no Drop, so the reference that PyTuple_SetItem takes ownership of is not released on that path. The index-error and success paths already drop or move value, so they do not leak.
Ownership of value needs to be taken before the tuple cast. assume_owned debug-asserts a non-null pointer, so a NULL value needs separate handling. Do not move the line without addressing that case.
Note: this behaviour predates this PR (already present at merge base 8c6c94b07174); the change keeps it reachable.

In the PyTuple_SetItem flow, take ownership of the transferred value before the
fallible tuple cast so the owned reference is released if the cast fails. Handle
a NULL value before calling assume_owned, preserving the existing index-error
and success ownership behavior.

Add a test for negative PyTuple_SetItem positions.
The pos = -1 path maps to IndexError at crates/capi/src/tupleobject.rs:76, but no test calls PyTuple_SetItem with a negative position. The existing calls at lines 170 and 178 both pass 0, and the error check only confirms that some error is set. A later change that returns SystemError for negative positions would leave the current tests passing.
Add this test inside mod tests, after tuple_is_mutable_with_one_ref:

Route tuple writes through the UnsafeCell
On every successful insertion, tuple.as_ptr() is the slice as_ptr reached through PyTuple's Deref, so data_ptr is derived from an immutable &[PyObjectRef]; converting it with cast_mut() does not authorize the write in ptr::replace. TupleElements::set_initializing in crates/vm/src/builtins/tuple.rs deliberately writes via UnsafeCell::get, while as_slice assumes published elements are never replaced, so the intended PyTuple_New/PyTuple_SetItem path now has Rust UB and can be misoptimized. Expose a C-API initialization method that writes through the UnsafeCell rather than through the shared slice.
