Preserve Windows venv launcher exit codes and wide arguments - #9440
Fix two reproduced bugs in the Windows venv launcher:
Preserve the child's complete 32-bit Windows exit status. The previous ExitCode::from(code as u8) turned exit code 256 into success, 4660 into 52, and 0xC0000005 into 5. Use process::exit(code as i32) after run() has returned and dropped its locals.
Forward OsString arguments from args_os() instead of panicking in args() on unpaired UTF-16 surrogates.
Add actual-executable integration tests using Windows cmd.exe as the child. Cover exit codes through u32::MAX, lone high/low surrogates, and an astral character. Test fixtures are isolated and cleaned up.
Keep the single Cargo binary target shared by all four launcher variants. Existing test assertions are unchanged. No C API, ctypes, PyO3, Lib, generated launcher binaries, or CI changes.
Validation
Launcher unit and integration tests pass on actual Windows x64 and x86, debug and release.
CPython child comparisons pass through both release launchers, including full exit codes, surrogate arguments, spaces, and quotes.
Full native workspace tests and all-targets Clippy with -D warnings pass (excluding wasm, venvlauncher, and C API).
Launcher integration-test Clippy passes with -D warnings; launcher all-targets Clippy passes with six pre-existing naming/cfg warnings in unchanged unit tests.
Formatting, normal commit hooks, and focused automated review pass.
Separate C API tests were attempted but remain blocked by missing pythonXY.lib; C API is unchanged and outside this fix.
Investigation, implementation, validation, and focused automated review were assisted by Codex. The automated review is not human review.

Bug Fixes
The launcher now preserves non-Unicode command-line arguments when starting a process, improving compatibility with arguments that cannot be represented as standard text.
Process exit statuses are reported more accurately, including values outside the range previously supported.
Forward the full Windows child process status instead of truncating it to u8, and pass OsString arguments without panicking on unpaired UTF-16 surrogates. Add real launcher integration coverage for exit-code boundaries and wide arguments using cmd.exe as the child. Keep the existing unit tests and the single launcher binary target unchanged.

The launcher now passes arguments as OsString values and exits with the launched process status without truncating it to a byte. Windows integration tests cover selected exit codes and UTF-16 arguments, including unpaired surrogates.

Summary
Argument and exit-status handling crates/venvlauncher/src/main.rs, crates/venvlauncher/tests/launcher.rs
The launcher collects and passes arguments as OsString values. It exits with the launched process status as an i32. Windows tests check selected exit codes and verify that UTF-16 arguments are echoed as expected.
The change preserves Windows argument encoding and full exit statuses. An additional missing-configuration test would strengthen coverage, but no current behavioral defect prevents merging.

The launcher integration tests always create a valid pyvenv.cfg, so no test reaches the Err arm in main. That arm sets the exit code to 1 and is part of the exit-status handling this PR changes. A regression that exits 0 on this path would pass the suite. The test below removes the file from the fixture and checks both the exit status and the stderr message. The existing exit-code and wide-argument tests stay unchanged.
