Summary
Prepare 0.11.0 with the merged Beta Forward Decision response changes. Update the package version and release notes; retain the Beta notice and the summary of removed response fields.
Why
The deployed Decision API now returns a reduced public response. This minor release aligns the SDK models with it; Python also accepts responses without
usageunder strict validation. The SDK implementation fixes are already merged into main.Verification

Coverage includes state and Session inputs, create/retrieve/list, choice and score answers, idempotent replay, HTTP 409 conflicts and bidirectional pagination. Temporary test resources were cleaned up. This is targeted Decision verification, not a full production regression.
Impact
The PR changes only version metadata, the corresponding generated version reference where applicable, and release notes. No additional API implementation or dependency upgrades are included. No credentials or test outputs are committed. Public tags and packages have not been published.
