Summary
Prepare 0.10.0 to release the Forward Decision create, retrieve, and list APIs merged in #26. Update project and lockfile versions and move the Decision changelog entry into 0.10.0, preserving an empty Unreleased section.
Why
The release workflow requires the source version and changelog to match the requested release. Remove stale “next release” headings from the Decision and Webhook README sections.
Verification
uv run make lint typecheck test docs-check build--helpsmoke checksgit diff --checkNo SDK behavior changes in this PR; no additional live run is required for these metadata and documentation changes. The synchronous and asynchronous Decision implementation was already validated against CN and Global using PAT and SA.
Impact
Go and TypeScript are being prepared for the same version. The lockfile changes only the root package version; dependencies are unchanged. No API documentation, fixture, or migration changes are needed. No credentials, logs, or test artifacts are included. This PR prepares the release; it does not publish it.
