PR Summary

Updated the links in PowerShell learning that refer to the VSCode extension to point to the Microsoft docs PowerShell in VS Code documentation and deleted the duplicate documentation files from this repo.

This also partially addresses MicrosoftDocs/PowerShell-Docs#3243
