Merge Third Party Notices and License updates - #7203

PR Summary

• Merging "ThirdPartyNotices.txt" and "license_thirdparty_proprietary.txt" into "ThirdPartyNotices.txt"
• Removing "license_thirdparty_proprietary.txt"
• Updating "LICENSE.txt"
• Adding "LICENSE.txt" and "ThirdPartyNotices.txt" to all packages.
