This is not a regression.

Testing

The cherry-picked diff was verified to exactly match the original two-file change. git diff --check upstream/release/v7.6.7..HEAD passed, and tools/WindowsCI.psm1 passed PowerShell parser validation with no conflict markers. The Windows workflow behavior will be validated by PR CI.

High risk because this changes the Windows CI bootstrap shell from Windows PowerShell to PowerShell and therefore affects build/test infrastructure. The change is narrowly scoped to one shell selector plus removal of an obsolete comment, cherry-picked without conflicts, and has already been used on master and backported to the 7.4 and 7.5 release lines.
