Testing
The change cherry-picked cleanly. The final diff passes git diff --check, the affected tools/WindowsCI.psm1 module parses successfully with the PowerShell parser, and the resulting diff was reviewed to confirm it only changes the Windows action shell from powershell to pwsh and removes the obsolete Windows PowerShell requirement comment.
Risk

Medium risk because this changes the shell used for Windows CI bootstrap, but the change is limited to replacing Windows PowerShell with pwsh and removing an obsolete requirement comment. It cherry-picked cleanly and the affected PowerShell module parses successfully.
