Backport of #28021 to release/v7.6.7, customized for the PowerShell 7.6 .NET 10 runtime contract.

Impact

Customer impact: Found internally. This adds Azure Linux 4 RPM repository routing for PowerShell 7.6 and aligns the .cm RPM metadata with the authoritative .NET 10 Azure Linux runtime-deps contract.

The backport preserves the stable x64 and ARM64 PMC mappings from #28021. Unlike the master change, framework-dependent RPMs require dotnet-runtime-10.0, and the dependency source points to the pinned .NET 10 Azure Linux 4 manifest.

Regression

This is not a regression fix.

Testing

  • Validated tools/packaging/packaging.psm1 PowerShell syntax.
  • Parsed and checked the two stable Azure Linux 4 mappings with distribution: azl.
  • Invoked Get-PackageDependencies -Distribution cm and verified the exact framework-dependent contract: ca-certificates, glibc, icu, libgcc, libstdc++, openssl-libs, tzdata, and dotnet-runtime-10.0.
  • Verified the dependency source against the pinned .NET 10 Azure Linux 4 runtime-deps manifest.

Official signed PowerShell 7.6 RPM and native Azure Linux 4 validation remain pending, so this PR is initially a draft.

Risk

Medium. This changes RPM dependency metadata and adds PMC routing. The package contract is pinned to the authoritative .NET 10 source, but the PR should remain unmerged until official package and native release validation completes.
