Backport of #27952 to release/v7.5.11 to enable APIScan to build branches that require an early-access .NET SDK/feed by adding early SDK download/selection and authenticated feed restore support.
Changes:
- Add an early-access .NET download “prep” stage and wire APIScan to depend on it.
- Update APIScan job to install/select the early-access SDK (via
global.json) and run key steps in OneBranch restore phase with feed credentials. - Switch module restore nuget.config generation to use the internal PowerShell Azure DevOps feed in early-access mode.
