Backport of #27952 to release/v7.4.20.

This enables early .NET SDK download, selection, authenticated feed setup, and restore-phase compilation for the APIScan pipeline.

  • Update NuGet feed switching to use the internal PowerShell Azure DevOps feed for module restores during early access builds.
  • Extend the NuGet-config insertion template to pass authenticated feed credentials and emit VSS_NUGET_EXTERNAL_FEED_ENDPOINTS for both early-access and internal PowerShell feeds.
  • Add early-access .NET parameters + a preparation stage to the APIScan pipeline, and update the APIScan job to install/select the early-access SDK (via global.json) and run build/CodeQL steps in restore phase.
