Scope: load the environment network list with X-Api-Project-Id, matching the existing manager lookup and network save. Regression: route asserts matching project filter/header. Local Chrome tests: 556/556 pass. QA evidence on v1.6.468: non-admin unscoped network list empty and direct network GET 404; same token scoped request can read/update according to role. No Engine authorization change.
