Release Server v1.6.464 with localized environment access errors - #157

Summary

• Package Web Console 1.6.127 with localized environment load, edit, membership, network policy, and identity-search errors.
• Keep Orchestration Engine 0.183.320 and the other Server components at their reviewed coordinates.
• Update current deployment examples, compatibility documentation, release notes, VEX release ID, vendor-pending release ID, and source checks.

Artifact provenance

The published Web Console archive is web-console-1.6.127.tar.gz, SHA-256 dcaaad16bbdf38c82af1cecb9cfc0867dcceab76503f632e151da6a17952f852. Its actual CI source commit is 0f21118a871a1b72558a2fa11b4f33675fd6ae15; the signed release tag commit is 580cb3bc472b9e8105787d76ca20b0189ace84bf. Both have tree cdfafb8c77963f61587298f593a90baa7b57e49f. CI rebuild of the tag reproduced all payload files; only tar member modification times differ. Image metadata records the archive source commit.

Validation

• Server source gates: 56/56 passed.
• Downloaded the published Web Console archive and independently checked its SHA-256, VERSION.txt, and the new Traditional Chinese error strings.
• Shell syntax, JSON parsing, and git diff --check passed.

This PR prepares the immutable Server v1.6.464 release. Image build, runtime QA, merge, release, and deployment are separate gates; none is claimed here.
