Hide inactive and removed project members on direct reads - #48

Summary

• Align direct projectMember ID reads with active, non-removed collection visibility while retaining project authorization.
• Add red/green regression tests for inactive and removed rows.
• Bump Engine to numeric 0.183.321 and document the release contract.

Verification

• Focused JUnit: 7 tests passed after 2 expected pre-fix failures.
• Source gate: PASTURESTACK_SOURCE_GATE_OK.
• QA Server v1.6.464 reproduction: removed row absent from collection but direct v1/v2-beta reads returned 200; all disposable data restored.
• Full package and immutable artifact checks are running before release.
