docs: record sortformer_diar step 1 and what its port must answer for

The roadmap's Phase 10.5 row for this family said "streaming presets + the
typed sortformer.h extension". Measuring first changed the shape of the work
twice over:

- the presets are a scheduler (chunked diarization with an AOSC speaker cache
  and FIFO, plus a pre-encode/stream-infer graph split), not a knob;
- the catalogue's DEFAULT package is a transcribe.cpp-flavoured GGUF that the
  engine cannot load, while the engine's package is the non-default v1. The
  retirement therefore has to answer for v2 support, which no plan document
  had noticed.

Step 1 (first registered gate for the family, plus cancellation) is recorded
with its measurements.
