Follow-up of #517. We need to inform setuptools to pass -L so that cudart_static can show up in the compiler search paths without extra hacks. The logic should eventually get library_dirs updated:

    Depending on the installation source, we'd need either $CUDA_PATH/lib or $CUDA_PATH/lib64...
