CI: Make it possible to do a release dry-run from an untagged commit #2447

Currently it isn't possible to do a release dry-run from an untagged commit. This means to have to tag, see the failures, and then use another tag (since deleting tags should be avoided during general use).

An additional field to provide a commit alongside the tag you /would/ use should make this possible.
