remove Ubuntu 17.04 and fedora 25 due to EOL
Add Ubuntu 17.10 and 18.04 and fedora 27
fixes #2302

The update references PSCore6.1-Preview3 which isn't available yet. We should hold off on merging this PR until the instructions work.

Fedora 26 is EOL'd by now as well. In #2497 I propose to just talk about Fedora 27 and 28. The instructions for both are the same.

For the 6.1-Preview3 release, should we update this to separate stable and preview releases?
