ci: also ship llvm-20 linux release binaries under a -perf suffix

Adds linux x86_64/arm64 llvm-20 release builds back to release-build, but
uploaded under -perf suffixed names (icebug-linux-*-perf) so they coexist
with the gcc-13 manylinux container binaries (the primary, unsuffixed
uploads). The llvm-20 perf builds target a newer toolchain on ubuntu host
runners; per-compiler prerequisites are split (dnf in the container vs apt
for llvm-20). release-binaries.yml uploads every icebug-* archive, so both
flavors get published.
