  1. docs: document why TypeScript 7 is blocked, ignore it in Dependabot 

    typescript 7.0 ships without a programmatic compiler API (promised
back in 7.1), so @angular/compiler-cli can't run on it regardless of
peer dependency ranges. Angular closed the request to widen its
typescript peer range as not planned. Nothing to migrate here yet,
unlike Tailwind v4 — just documenting the blocker and telling
Dependabot to stop reopening the same PR every week until upstream
support lands.
