1st commit marks 25.1.0-bom release with the Git tag. 2nd commit bumps the version in the branch with SNAPSHOT suffix.
This is a minor version bump because there's no major version bump in the underlying libraries https://github.com/googleapis/java-cloud-bom/releases/tag/v0.172.0 compared to the previous release. There are minor version bumps such as google-cloud-bigquery.
