Promote the complete CI37b authority already realized by accepted PR1056/main4de6d377. The four P/E/C/A allowlists activate all78 exact37b records and remove only76 obsolete532f records, preserving322 unrelated records, every existing property, all3,526 non-owning source bytes/modes and the unchanged H/guard/compiler/module inputs.
Trusted and self scans pass across11 workflows;17 real omission/state/context/obsolete/reversal controls refuse, with the restored complete candidate passing. Actionlint passes. The trusted source95ad worktree is byte/mode-identical to accepted4de, as independently sealed. The original driver diagnostic assertion failure remains recorded; its correction changes no source or policy.
Local core tests failed at setup on a denied standard Go-cache read; the exact target and raw failure remain private evidence. That read stopped without retry, alternative cache or bypass. Fresh owning Linux core/guard/full harness, whole Go, protected checks and independent PR/main/snapshot evidence remain mandatory before acceptance. No local core/guard/vet/harness success or native waiver is claimed.
Metadata-only reversal is refused by the unchanged lifecycle guard. Any rollback needs a lawful reviewed owning transition and its own validation. Compiler/security/issuer1043, a verified stable artifact and Compute runtime remain unfinished; no CI settings, credentials, endpoints, test budgets or deployment change is included.
