Promote the exact policy capability inventory realized by #1052 to the sole active authority bundle. All 38 source hashes and file modes match actual main

1d05e0bdab0946affbc2f5acecbba6667d9a4148, with the reviewed tree and ordered base/head parents. Native Go1.26.5 Linux passes all 152 packages and all eight readonly capability fixtures; cmd/wfctl442.163s. The complete policy core/guard/hostile harness passes. Canonical policy passes the trusted scan without fallback. All checks are terminal:21SUCCESS/1eventSKIP/1OSVaggregateNEUTRAL, including successful benchmark execution/comparison and official PR security checks.Completed-own-PR review supplements and actual-main/snapshot acceptance remain due. The existing full-main OSV failure remains visible and unwaived; aggregate neutrality is not a clean/fixed/full-scan claim.
