feat: [FEEDS-2026] add selector time budget and degraded selectors - #118

Summary

Adds the two additive fields from GetStream/chat#18179 without regenerating the client. time_budget_ms is on ActivitySelectorConfig and ActivitySelectorConfigResponse. degraded_selectors is on GetOrCreateFeedResponse. Field order, annotations, and types match the OpenAPI generator output on feat/cha-5933-scheduled-messages.

This stays a minor. The open regen PRs are feat! because they delete IntentDetectedEvent, IntentBufferedItem, and the upload request classes. Those stay out of this release.
