Experiment with turning on annotation_typing globally #2894

Given that disabling annotation_typing was the key to fixing #2634, and now we see that annotation typing may be the source of real bugs (#2893), maybe we should consider disabling annotation_typing globally across the codebase and fixing what breaks, because it seems like a saner/safer default.
