docs(site): cover the permissions step and render scale, move to v1.2.9

The getting started guide still described a three-step setup wizard. It
has a fourth step now that lists the permissions the app asks for with a
reason for each, and the same rows come back on the home screen when one
is missing.

The desktop guide gains the render scale setting and no longer says the
viewer only has Raw encoding to offer for smoothness: it draws on its own
thread with GPU scaling now.

The page footers move to v1.2.9, and the contributor build commands drop
a target that does not exist and describe deploy as what it is, an
in-place install.

fix(funding): use valid YAML github key instead of HTML iframe

The previous FUNDING.yml held an HTML iframe snippet, which is not
valid YAML, so GitHub could not parse it and the Sponsor sidebar
rendered empty. Replace it with the supported github: key.
