  2. ci: release with semantic-release instead of the manual tag ritual 

    The manual release job on the default branch now decides the version from the
conventional commits, writes it through .bumpversion.toml, stamps the changelog,
tags, and creates the GitLab release. The tag pipeline still runs the registry
publish job. Release notes stay the hand-written '## [Unreleased]' section.

Removes the 'gitlab release' job, which has failed on every tag pipeline since
it was added, in favour of @semantic-release/gitlab.

Also drops the GitHub bumpversion workflow, which duplicated the GitLab bump
job that this replaces.
