Every NTTP integer argument is masked so that std::array<T, 1>, std::array<T, 2>, etc, can have a single rule: std::array<T, _>.
This is wrong because it also masks user-defined NTTPs which can have different behaviours based on the argument value. It also blocks writing rules for get<0>, get<1>.
