When an installed parser cannot initialize, indexing currently treats supported files as unsupported and can report success with an empty source graph. Preserve the original initialization exception, fail the pre-scan/index job, and mark direct file parsing as parse_failed. Remove the unconditional Python grammar download during dependency import; fall back to the legacy package only on an import failure. Add troubleshooting guidance.
Validation: three regression tests pass for direct parsing, a failed indexing job with the original cache-permission error, and dependency loading without an unrelated Python grammar download. Ruff passes. The combined maintenance unit run passed 1,552 tests with 8 skips; two baseline Haskell failures are tracked separately in #1758.
This does not resolve the remaining event-loop starvation work in #1745.
Closes #1746.
