fix(scip): index converges with the discovery census and reports a summary - #1674

…t a summary (#1673) User-reported: a mixed C#/other repo indexed via scip-dotnet finished with no report, and every rerun said "repository '.' has only 32 of 46 files indexed. Continuing." — forever. - Minimal-File-node fallbacks on every shortfall path in the SCIP pipeline: supplement-parse errors, supplement-parse crashes, and failed SCIP-covered writes all still record the file, so the graph count converges with the discovery census by construction and reruns reach "already indexed". - The SCIP path now populates the CLI index summary (files by extension, function/class/CALLS counts), and the builder resets the summary before a SCIP run so a stale Tree-sitter summary from the same process can't print. - estimate_processing_time accepts cgcignore_path and the resume check passes the context's — the two sides of the "N of M" comparison now count the same set. - The "Continuing" branch names up to 5 missing files, so a genuine gap is actionable instead of an eternal loop. Regression tests drive the pipeline with a fake scip module against a real embedded database, including a simulated parser crash.

Fixes the user-reported scip-dotnet loop: no summary after indexing, and "repository '.' has only 32 of 46 files indexed. Continuing." on every rerun, forever.
estimate_processing_timenow takes the context'scgcignore_path, so both sides of the "N of M" comparison count the same file set.Regression tests drive the full pipeline with a fake scip module against a real embedded database — including a simulated parser crash — asserting graph-count ≥ census and a populated summary. Unit suite 1420 passed / 7 skipped; full integration gate 89 passed / 0 failed.
