test(ci): diagnosable failures for the complexity-CI fixture - #1669

…tep fails The csv-shape test flaked once under heavy runner load with no way to tell whether stdout was empty, polluted, or the fixture's index subprocess had failed. The fixture now asserts the index completed (with the subprocess output in the failure message) and the csv assertions carry the captured streams — the next flake will name its cause.

One load-flake of
test_csv_output_has_header_and_rowsin a heavily-loaded gate run (passes 4/4 in isolation and in every prior gate). Rather than shrug, this applies the #1612 lesson: the fixture now fails at the cause (index subprocess, with its output) instead of a downstream csv-shape assertion, and the csv assertions carry captured stdout/stderr. No behavior change.
