Fix Windows startup and import resolution issues

Description

Summary

This PR fixes multiple startup and import-related issues that prevented CodeGraphContext from running correctly on Windows environments.

Changes Made

  • Fixed relative and absolute import inconsistencies across modules.
  • Updated watcher imports to use package-relative paths.
  • Fixed package resolver import issues related to stdlibs.
  • Added missing stdlibs.py module.
  • Improved server startup behavior to avoid immediate crashes when database backends are unavailable.
  • Updated configuration and initialization code to support Windows execution paths more reliably.
  • Fixed tool definition imports and related startup errors.
  • Resolved module loading issues encountered when running:
py -m src.codegraphcontext.server

Testing

Verified:

  • Server starts successfully using:
py -m src.codegraphcontext.server
  • No import-related startup failures.
  • Watcher module imports correctly.
  • Package resolver loads successfully.
  • Configuration loading works as expected on Windows.

Result

The server now starts successfully and reaches:

MCP Server is running. Waiting for requests...

without crashing due to import resolution problems.

Hello @CodeGraphContext
I've worked on this issue and fixed the Windows startup/import errors that were preventing the server from launching successfully. The server now starts correctly and reaches the waiting state. I've opened a PR with the proposed fixes for review.

fix(ci): restore watcher incremental updates and backend CALLS parity

PR CodeGraphContext#1183 accidentally removed incremental watcher relinking, and PR CodeGraphContext#1192's
Neo4j fast/slow CALLS MATCH split caused a 1-edge Kuzu/Ladybug parity gap.
Restore incremental _handle_modification, scope the perf split to Neo4j only,
and align unit-test mocks with execute_write_operation.
