- add ap-commit hook: checks the commit type against [commit.types]
  in afterpython.toml and lists the types in the editor template
- replace pre-commit with prek (ap prek / ap pc)
- ap bump uses uv version instead of cz bump and makes the bump
  commit and tag itself; stable versions bump patch by default,
  --minor/--major for the others
- releasing (ap bump --release, ap release) only works on the
  default branch, pushes the branch and tag together, and stops if
  the remote has commits you don't have
- remove commitizen: ap commit, ap cz, cz.toml
- ap init creates afterpython.toml from a template

- ap init adds [tool.ruff] extend = "afterpython/ruff.toml" to pyproject.toml,
  so plain ruff, ap format and editors find the config without --config

- ap init skips the ruff setup if a root ruff.toml/.ruff.toml or [tool.ruff] already exists;
  new `ap init ruff` re-runs it
- drop --config from ap check and the ruff pre-commit hooks

- `ap check` runs `ty check` with afterpython/ty.toml (ty has no `extend` yet)
- `ap init` asks to create afterpython/ty.toml, `ap init ty` re-runs the setup
- ruff/ty hooks and CI checks only run when their config exists in afterpython/
- local `ty` pre-commit hook and CI `typecheck` job (uv or pixi environment)
- fix type errors found by ty, incl. pcu treating a failed PyPI request as a version
- docs: type checking, editor setup, `ap lint`
