Title: TRIBAL OPIOID RESPONSE (TOR) PROJECT DIRECTOR

NOTE: This position requires prior approval by SAMHSA after review of credentials of staff and job descriptions.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The Project Director will ensure that implementation activities of the TOR initiative align with SAMSHAs stated TOR goals and expectations to:
Increase access to culturally appropriate and evidence-based treatment, including medication-assisted treatment (MAT) using one of the three FDA-approved medications for the treatment of opioid use disorder (OUD). (The Funding Opportunity Announcement states All grantees are required to prioritize the delivery of MAT services.)
Reduce unmet treatment need and opioid overdose-related deaths through the provision of prevention, treatment and/or recovery activities for OUD. Assure that grant funds are being used to support evidence-based treatment and recovery supports (the funder does not permit use of these funds for non-evidence-based approaches). Ensure services are available by the fourth month after the grant award.
Complete a comprehensive strategic plan, based on the most current epidemiological data for the tribe, to address the gaps in prevention, treatment, and recovery identified by the tribe within 60 days of award (or if available use existing plans).
Implement workforce development activities to ensure that individuals working in tribal communities are well versed in strategies to prevent and treat opioid misuse.
The Project Director will need to work closely with their assigned Government Project Officer (GPO) to ensure implementation is aligned with these and other grant requirements. In addition to adherence to the goals and expectations above, the Project Director will need to review: (1) the TOR Funding Opportunity Announcement (FOA) to assure adherence to grant requirements; and (2) our organizations funded proposal.
The Project Director will be responsible for the overall administration and coordination of a comprehensive response to the opioid epidemic through the Tribal Opioid Response (TOR) grant initiative. It is essential that the Project Director ensure the project is culturally responsive to the needs of tribal populations served through this initiative. Specific duties include: Assists in the planning, development and implementation of project activities; Establishes and maintains good working relationships with tribal and community partners and other relevant agencies and organizations; Proactively seeks out through the American Indian/Alaskan Native (AI/AN) ATTC, technical assistance and training (T/TA) as needed to strengthen project as needed; Promotes the project and its services in professional committees, public speaking opportunities, written reports and creative community involvement; Ensures project representation at relevant community meetings; and Ensures GPRA/other required data is collected and reported on a timely basis and participates in evaluation meetings, quality assurance activities, management meetings and other functions relating to the improvement of project activities and services provided through the TOR initiative. The Project Director will participate in any required TOR conference calls and meetings. The Project Director is also responsible for writing all required reports and for ensuring all TOR data is entered accurately and on a timely basis The Project Director will maintain the highest standard of professionalism and will follow organizational protocols ensuring compliance with standards.
QUALIFICATIONS: A Bachelors degree in social or behavioral sciences is preferred; experience in substance abuse and mental health program implementation and management with AI/AN populations.
SUPERVISORY RESPONSIBILITIES: Directly supervises TOR project staff. Duties include the following: supervises and trains employees; conducts staff meetings; plans, assigns and directs work; appraises employee performance; addresses complaints and resolves problems; provides authorization/documentation of all staff requests.
SKILLS & QUALIFICATIONS: Excellent verbal and written modes of communication are essential skills for this job. Ability to effectively present information and respond to questions from tribal, federal, state or other officials, program participants and family members, associates and the general public. Ability to use a computer for word processing and basic data collection is necessary.
PRIOR EXPERIENCE REQUIRED: At least 3 years of experience in the areas of substance abuse, mental health, and/or public health, at least 2 years of which must be in a team lead or managerial role.
